Dr. Bernard Moore is the Executive Producer, political strategist, and creator of Urban Hard Talk Programming. A highly motivated, dedicated and results-oriented professional with more than 10 years of experience, he is aformer senior policy advisor on Capitol Hill. He has focused on a multi-dimensional social justice agenda for members of Congress and is a recognized authority in the U.S. Congress in legislative affairs as well as an academic scholar in Black Politics. He served as a Senior Policy Advisor/Fellow to the U.S. House of Representatives and as a Principal Policy Fellow for members of the Congressional Black Caucus. He is an expert in criminal justice reforms with respect to issues in reducing recidivism through evidence–based reentry practices and developing strategies to remove barriers to voting disenfranchisement and HIV/AIDS education in communities of color. As a collaborative leader. He is a peer reviewer of grant funding for the Office of Justice Programs with the U.S. Department of Justice.
Working with Representative Danny Davis, he spearheaded, wrote and progressed the Second Chance Act of 2007 (H.R.1593) through the U.S. House of Representatives. The legislation was designed to help state and local governments to address the needs of ex-offenders reentering their communities. He worked together with (then) Senator Barack Obama, and (then) Senator Joseph Biden, Jr. for the passage of the Second Chance Act, signed into law by President George W. Bush.
Dr. Moore’s research and policy analysis skills include focusing on public policy topics in health disparities, educational access, political engagement, economic justice, social mobility, civil and human rights.
He has expertise in social justice reform and has worked on Capitol Hillin HIV grant programs in partnerships with the Center for Disease Control and Prevention (CDC), MAC AIDS and Gilead Science. He has also coordinated with faith leaders to facilitate HIV education program with the National Minority AIDS Council and members of the faith community as well as in developing AIDS education initiatives. As a policy advisor, he wrote major provisions in the Reauthorization of Ryan White HIV/AIDS program and helped in acquiring 409 votes in the U.S. House of Representatives for the passage of Ryan White HIV/AIDS Treatment Extension Act of 2009 for $2.305 billion in appropriations. In addition, he served on HIV/AIDS workgroup established to advise the White House during the Bush and Obama administration on issues related to a National HIV/AIDS Strategy.
He has worked in issue-based advocacy campaigns in community outreach in voting rights initiatives. He created and implemented strategies to remove barriers to voting for persons with felony disenfranchisement and has assisted in cultivating strategic partnerships and coalitions at the national levels to advance and protect voting rights and eliminate
In 2009, Dr. Moore completed his Ph.D. degree in Political Science with the discipline focused in Black Politics, Public Law and Legislative Affairs at Howard University.
